Synopsis
A manual for Brazilian Federal Police staff who investigate hate crimes committed on the internet during the electoral process. The 2nd edition (1st: 3 May 2024) updates the text in light of legislative changes, the Superior Electoral Court resolutions for the 2026 elections and case law issued after the 1st edition, with the text current to 3 November 2026. It covers foundations, treaties and jurisdiction rules, criminal offences, the relationship with service providers and the Electoral Courts, and investigation protocols, along with model filings, a chain-of-custody checklist and a standardized OSINT report. Because it deals with operational procedures, the publication is restricted use.
